One day, Sim Deok-Su enters the apartment of a tenant who is late on his rent. Sim Deok-Su finds the tenant dead and hanging from a noose tied around his neck. The other tenants believe the tenant killed himself after being hounded by Sim Deok-Su. Sim Deok-Su then meets former detective Park Pyeong-Dal (Kim Jin-Tae).
